NARC Testifies at U.S. Senate Surface Transportation Authorization Hearing


Webster County, KY Judge Executive James Townsend Encourages the Senate to Authorize Vital Legislation to Improve Urban and Rural Regions

WASHINGTON, DC (March 18, 2010) - The National Association of Regional Councils (NARC) today testified before the U.S. Senate Environment and Public Works Committee hearing on "Mobility and Congestion in Urban and Rural America." Judge James Townsend, President Elect of NARC and Executive Committee Member of the Green River Area Development District (GRADD), represented NARC in detailing the importance of the surface transportation program; the need for a strong federal-local partnership; how regional planning organizations help implement federal programs, showcasing GRADD's successes; and, the need for a speedy authorization.

"Plain and simple, the federal surface transportation authorization is about creating jobs and energizing economic activity," stated Judge Townsend. "Passing this legislation is one of the best ways to rebuild the nation, and local governments working through their regional planning organizations, is a proven way to support our communities - rural and urban, large and small - by delivering funding, programs and technical assistance."

Judge Townsend participated in a witness panel with Commissioner Scott Haggerty, Alameda County Board of Supervisors; State Senator Bryce Marlatt, Oklahoma State Senate; Mr. John Robert Smith, Co-Chair, Transportation for America, and CEO, Reconnecting America; and, Mr. Tim Lomax, Research Engineer for the Texas Transportation Institute.

"Based on my experiences as a local elected official, the federal government should continue to strengthen the linkages between federal, state and local elected officials to implement regional plans that meet local transportation needs and fit within the federal vision," said Judge Townsend. "The regional approach is a consensus-based, cost-effective and successful investment of federal resources. These infrastructure investments put people to work and keep businesses vibrant, and that is why this legislation must be immediately authorized. NARC looks forward to working with Congress and the Administration to move this effort forward."
